Budget Writeback Error : User does not have access to control budgets for the entered parameters

Summary:

We are facing error while writing budgets back into control budgets. Primarily, It looks like USER security is updated and the user doesn't have access to any data set. User already have roles of budget manager, budget preparer and budget analyst. What could be possible causes for the same?
