Is there a way user can access the Review Project Performance option for all projects in PPM

We have a requirement from client that user should be able to see the REVIEW PROJECT PERFORMANCE and ANALYZE KPI CATEGORIES for all the projects in PPM. Right now the users can only see this option for the projects they are managers of. Is there a way to enable this for all Projects ?
