lock/unlock data based on 2 dimensions

Client wants to create approval groups based on Entity and Custom 4. Needs ability to lock/unlock 2 different base members in C4 (one SEC reporting and one is for proforma adjustments related to Acq/Disp).

Requirement is to be able to leave SEC reporting C4 member locked while allowing for locking/unlocking other C4 member

We attempted to create 2 approval groups based on Entity (Total Geography/No Custom 4 and Total Geography/proforma adj) based on guidance in admin manual. Truly just want to have these groups to lock/unlock data not for approval process as they aren't using that but that didn't give us the option to utilize mutliple dimensions. We found how to create 2 approval units using rules (which once you set up can't be seen any longer). However, we thought we did it correctly, but instead we can only have current period unlocked for both groups, prior period can have
