Multiple Job based AOR not working as expected in Workflow Approval

AOR based workflow not working as expected when AOR has more than 1 job in it

We are on 24D
We have multiple HR workflows which we need to route using AORs
Our AORs are built using a combination of Representative's Location + Job as criteria. So imagine AOR1 = Location 1+ Job 1, Job2, Job3.
Expectation is when EE from Location1 initiates a transaction, the approval goes to all the approvers who satisfy AOR1.
Meaning, if 3 EEs in 3 Jobs 1/2/3 then all 3 employees should get the Approval request via Claim button.
Whoever clicks claim first, gets the approval in their queue and it vanishes from others' queues.
