Supplier Cost Adjustment accounting scenario

What triggers the supplier cost adjustment accounting scenario? In October we noticed that our accounting for an asset invoice for a project no longer clears to fixed assets. Accounting at invoice no longer is the same as the accounting at project accounting yet we haven't changed any SLA rules.
