Can we restrict the employee from entering the time card based on roles?

Summary:

Hi Team,

We have a requirement where we want to restrict the employee in performing any transaction to the time card for a particular period. But the Admin would have access to perform changes on behalf of an employee. We are planning to achieve this using time entry rule formula. Any other suggestion would be highly appreciated
