User cannot see attribute in task manager operational dashboard

A user is able to view a Task Manager operational dashboard and see some but not all attributes
Content (please ensure you mask any confidential information):
I created a new Task Manager calculation attribute. When I add it to an operational dashboard, I (admin) can see it. Another user with access to view the dashboard can see other existing attributes in the dashboard but not this new field. The user has all the permissions/access (otherwise they would not see the dashboard or other attributes).
This new attribute has not been assigned to any templates or schedules. Do I have to associate it with tasks in the template and schedule on order for others to see it? Why can I see it and no one else can?
