Why are users with my custom role for OTBI not able to see data in OTBI reports?

Summary:

I created a custom role with copying "Project Administrator" role. Remove all "Function Security Policies" and do not touch "Data Security Policies". Remove all roles except from "%Transactional Analysis%" ones.

OTBI report do not display any data without data access. If I give Business Unit access to user from Manage Data Access, it turns all related BU projects.

The same report turns data as expected,only granted projects for the user, if I assign him standart "Project Administrator" role without any data access. If I assign BU access to "Project Administrator" role, it gives the same data with custom role.
