Transfer Project Costs erroring due to insufficient funds

Summary:

We are trying to transfer costs from one project to another, and there is ample budget available in the accepting project, but we are getting errors due to insufficient funds.

I have checked the project that is working vs one that is not, and cannot figure out the difference, except that the project budget in manage project budget is missing costs? I am not sure what else to look for.

Currently this is happening to two projects and the example provided here is for Project 80090.
