Supplementary Rules for project budget

Summary:

Hi, my clients would like to make exceptions on the project budget control for certain expenditure types. Understand that we can add supplementary rules on the control budget and able to leverage top/lowest resources for segment filter so that we can achieve similar result. Yet since the supplementary rules are following the control budget and projects' control budget are set up by projects, to lower the setup effort we would like to explore the feasibilities' of setting up by BU, or any other way that can achieve similar results and do not require to set up by project every time.
