Restrict the option to Edit Absences once they are submitted

Business Requirement: Employees and Managers should not be able to edit any absences once submitted (Absences can be in any state: Approved, Submitted, Completed, In Progress, Scheduled).

Only the Admins should be able to modify the existing leaves.

Analysis : We have tried Enabling the options under "Absence Record Maintenance" but they do not help. Also, tried using Page Composer to Hide the Edit option from each of the absences, but that hides the Withdraw option. They should still be able to Withdraw an absence and submit another one.
