CEO Workflow Approval rule failing as there is no Manager for CEO

Summary: We configured different workflow rule conditions for Line Manager, Second Level Manager, HROPS, HRBPs and CEO. The CEO rule is failing as CEO is top Level in the company and not having the Manager tagged to CEO. Because of this when CEO initiates any MSS transaction for direct reports, it is failing and giving error to that there is no supervisor. How to handle CEO rule. All CEO related transactions should be autoapproved, but it is checking all the rule conditions and giving error that there is no supervisor for CEO.
