Leading practice in addressing shipment packaging for a finished good product

I have a situation where the work order is being used to drive the shipping packaging activities and to consume the packaging materials. In the this use case, most of the packaging materials are specific to the assembly being shipped. So not a standard list of packing materials for each assembly. These packaging items are identified with the product structure for each items. Examples include plugs and caps for holes, certain tie downs, etc.

A standard work order is being used to consume the packaging materials and drive the work instructions. The final assembly is a component and the output item is a different item number. My experience is to also use a work order, where the final assembly is a component, but where the final component is also the output. Not different item number. My rationale has been to keep the as-designed and manufactured item number the same to support direct traceability. And in this case, the final item with the packaging is technically not what is
