HCM Extract filter takes longer than same sql in BI

Summary:

I verified the performance of the UE plus custom filter by running a BI report with the same SQL, but HCM Extract takes hours to complete whereas BI takes minutes

I gave recommended filter criteria to a developer who then reported the job was running twice as long as it had before. No other changes were made to the HCM Extract.

The UE being used is PER_EXT_SEC_PERSON_UE, and we have two run parameters: EFFECTIVE_DATE (date) and WAIVE_DAYS (number)
