How can standard users create a bursting definition or send a book to an email list?

I have a client with multiple users consuming a management report book. Each user is allowed to select the POV accordingly to security permissions. Sometimes they are just read users. The key requirement is each user should be allowed to send the report book through email, without admin user intervention. Old Financial reporting allowed standard user to create bursting defintion but looks like this option is not allowed for standard users. I tried using groovy and I can manage executing an already created bursting definition, but I cannot pass the email list or parameters. I can also
