I read the following document

How to create a Withholding Tax Group (Doc ID 2345173.1)

However I can not create the Withholding Tax Code, because the tax rate is not avaliable.

Task>Create Withholding Tax Code —-BU is not avaliable

Task>Create Withholding Tax Classification —-BU is avaliable but the tax code is not avaliable
