Planning time fence code is defaulted to User Defined

Summary:

We have created new item template. Using that creating new items. When items are created, they are having the planning time fence code as user defined value and the default value is 1 day.

We have not setup any value in the item template. hence the expectation is that the planning time fence code should be blank for all new items created. Where ever we want to use the feature, we will update the values.
