Unique outbound IP per OIC instance

We noticed that all our OIC instances have the same outbound IP address. On further inspection we actually noticed that all OIC instances in the entire region have the same outbound IP address. So .. also other customers.
The solution apparently is to create a VCN with a Nat Gateway and a private endpoint on your OIC instance so each instance can get its own outbound IP.
But .. why doesn't each instance have a unique outbound IP to start with? This seems like a strange solution just to get a unique outbound IP .. (which we can whitelist on other environments). Especially since we want to whitelist our specific OIC istance to a specific Fusion SaaS instance thus splitting DTAP.
