Can we have two login pages one with Single Sign-on(Employee) and one Normal page(Pending worker)

Summary:

We need to have two different login pages, one is to be exclusively used for Single Sign-on; one is to be exclusively used for User Name and Password Login. Could please you confirm the feasibility.

Use case : We have enabled single sign-on disabling the Chooser Login Page so that employees in Active directory can exclusively login using the Single Sign-On page. But we have some preboarding activities to be done by Pending workers who will not be available in Active directory. For them we need to have a login page only asking for User name and password without showing Single Sign-on option.
