Expected discount list not getting applied

Summary:

We have multiple discount lists attached to a single strategy and the item is present in all 3 discount lists. In the first discount list we have a tier condition which says if min qty>17 then apply 100$ and in the second tier we have if qty is between 0-24 then apply 50$. when Sales order is entered for 3 quantity system is not going into second tier and applying the respective tier.

We have followed doc id 2684020.1 and modified Apply Discount algorithm but this document is applying all the discount lists which business doesn't want.

How to extend the algorithm in such a way that if item is available in any discount list it has to apply the respective tier(based on precedence).
