Region and region details bulk uploading

I am trying to bulk upload via csv file some Region details (locations into Regions).

I am trying to bulk upload via csv file some Region details (locations into Regions), but seems like there is a problem when i try to create buy and sell shipment depending on the location i inserted in the region details.
should i delete the Regions and re upload them with Formulate region step , given that the Regions are formulated successfully and the old region details before the newly uploaded by me are working fine and create sell and buy shipments
