Action dropdown & Compose Button

Summary:

Helpdesk Agent is not able to view related options in Action dropdown when he opens the Helpdesk Service Request. Also, he is not able to Compose any message as the Compose button is greyed out.

Please find the screenshot of the Helpdesk agent login.

Usually the Action dropdown should have values like in the below screenshot.

I checked the privilages for Human Resource Help Desk Agent Role and they have the privilages to compose the messages to the user. Not sure why we are not able to view the dropdown values and Compose button.
