hiding RTPs in FCCS custom business rule

I am seeing strange behaviour in FCCS custom rule. Whenever we create business rule Default RTPs(Consolidation/Currency/Entity/Period/Scenario/Years) are created automatically. Since the groovy rule which we have written in our project does not need those rtps I have hidden them. It works fine for admin user where rtps does not show up, but when I login as power user,hidden rtps are shown. How to avoid it.
