Chat file attachment options through REST API

One of our client's chatbot is leveraging REST API to integrate with Oracle Chat. We are trying to see if we have a option that provides the agents ability to "invite" customers to initiate a file transfer only when it's needed.
I have gone through the blog - , illustrating use of config "CONSUMER_CAN_RECEIVE_FILE_ATTACHMENTS" to enable Attachment Icon at the Agent chat sidebar. Do we have any means of doing the same at the End-user chat window.
