How the queuing of alerts works in Oracle Fusion?

I have alerts enabled for Learning module like,

  1. New assignment creation
  2. Pending assignment reminder
  3. Completion confirmation

All are set to trigger in every 1 hour.

We have been facing issues that the pending notification went out first and the new assignment notification was received some time after that.

Or, if 3 initiatives are created, the emails of new enrollment when out first for the initiative created at the last. So here we experience FILO scenario. Is this correct?

In what logic does Oracle sequence the notifications/alerts to go out? Is it based on the creation date as FIFO or FILO for that last hour?
