A way to show CellText author and timestamp

Summary:

Is there a way to report out the author and timestamp of a comment (i.e Cell Text)?

The CellText() function in Reports only displays the actual comment, but I would like to also display the author and timestamp.

We are on the old PBCS sku, so Groovy isn't an option.
