Hide Actions available in Convert Pending Worker flow for rehire cases

Summary:

While rehiring a person, on the Convert Pending Worker flow, the actions shown are “Add Employee Work Relationship”, “Hire”, and “Rehire an Employee”. We want only “Rehire an Employee” action should be available and other two actions (“Add Employee Work Relationship” and “Hire”) should be hidden. Can someone guide how this can be achieved?
