Update Expenditure Item date in Edit lines refresh next immediate Project attributes

1. We have Project Attributes like Project, task, Expenditure Org etc. as read only at the PO line, schedule and Distribution level.
2. The user when they update Expenditure item date from PO line without clicking on Edit PO line are able to proceed and the next Project attributes don't refresh out to blanks.
3. When they click on Edit Po line and try to update the Expenditure Item date, the next project attributes like Expenditure org and Expenditure types get refreshed to Blanks. As these need to be read-only fields at PO level, the user is unable to update any value in these, the PO is unable to be processed further.
