Two different time entry layout display for same employee

Summary:

Is it possible to have two different time entry layout display for same employee.

Initial project scope is only for Time Consumer - 'Project costing' with eg: 1, 2, 3 projects. Now, we would like to have Time Consumer - 'Payroll' for same set of Group of employees with different project names - 4,5,6. As existing Layout set is not allowed to edit to select 'Payroll' Time consumer and not to disturb existing layout as it was designed for 'Project Costing'. So, we would like to create new layout set with both 'Project Costing', 'Payroll' Time consumer. In this case, how would system supports to display two different time entry layout for same
