Transaction Design Studio - Unable to create a new rule with specific page attribute value

A new rule is created in Transaction Design Studio for "Additional Person Info" action.

Please see the screenshots attached.

In page attributes section, a specific value "US Company Date" is selected. The requirement is that when the user with the mention role logs in , should only be able to see this specific page(US Company Service Date).

However we are unable to save this rule. Once when we click on save and close button , the page attribute value gets changed back to the default value(Additional person details for Global Payroll)

where is this default value (Additional person details for Global Payroll) coming from ?
