Front loaded accrual needs to adjust balance for Global Transfer using different matrix band

Summary:

We front load vacation accruals when an employee transfers and the balance is transferred to the new assignment. We are using a single Plan with an accrual matrix, in the case of the transfer when the employee is eligible for a different accrual balance we need to adjust the transferred balance to using the expected accrual amount for the matrix band minus any absences from the prior assignment.

Based on Accrual Matrix after transfer employee should only be eligible for 80 hours

We are trying to determine the best practice for automatically adjusting the balance after the transfer to reflect 80 hours - the 16 hours taken = the correct accrual balance of 64 hours. I'm thinking we need to modify our Global Absence Accrual Matrix to calculate the adjustment but wanted to confirm if there was any other solutions or recommendations.
