Send Multiple Change Orders while updating item attributes

Summary:

We need to update Planning attributes and Purchasing Attributes in an Item and based on the 'Item Master Rule Set' it should go to two separate approvers in a single round of update, that is, Planning Change should go to Approver A and Purchasing Change should go to Approver B separately.

Currently I am able to send only one Change Order which reflects both the Planning and Purchasing attribute changes but not separately.
