FYI notification to be sent to all approvers if project budget is rejected by approver

Summary:

Currently, if project budget is rejected by any one of the approvers, owner is getting notification. But, user expects that owner and all approvers must be notified that budget is "rejected".

Can you please provide your input to fix this issue?
