Suppress PO PDF attachment on PO email to suppliers

Summary:

I'm currently working with a customer who does not want to send the PO PDF attachment to the PO email that is communicated to their suppliers. Is there a way to "turn off" the PO PDF attachment on the PO email? I've tried setting the Maximum Size of Email Attachments (in MB) value to 0. I looked in the FSM opt in features and see no way to suppress this.
