Can we disable only email notifications and keep the in-app notifications for a particular workflow?

How to disable only email notifications for the Project Billing Invoice Approval Workflow while keeping in-app notifications active. Additionally, we do not want to disable email or in-app notifications for other modules

Users receive email notifications at multiple stages—when an invoice is submitted, ready for approval, and approved. Given the production volume, a single user with hundreds of invoices ready for approval receives an email for each one. If the submitter is also the approver, they may receive up to three emails per invoice.

Since invoice approvals are already visible in the BPM Worklist, these email notifications become redundant and overwhelming in the billing module. However, other modules still require them.
