Non worker not managed by HR licensing costs

1-If we created a user as non worker not managed by HR with no roles would this user be considered as a cost in licensing for our company?

2-If the user has certain roles and privileges will this also affect the licensing cost to our company?

3-If only a duty job called: "Attachment read" was added to this non worker would it also affect the licensing as well?
