24D - "Manage contract Request Types" - Assignee type

In the below screenshot, assignee type is resource organization and assigned to organization. So, how does the system determine whom to assign it to in the organization? Does this mean it will get assigned to all the "Administrators" who are listed in the task "Manage internal resource organizations"? Please advise
