Job ending with error: No cost scenario exists for the scenario ID when triggered using SOAP

Summary:

we are trying to publish cost scenario using update standard cost ESS job .

From the back end we are using SOAP API to run the job, job is getting triggered but status is being in retry and below is error.

Same job is getting succeeded when we are running from front end with the same user.
