Partial Export of data into FCCS with failure in DM

Hi,

We are testing changing the source of some locations in DM in a test environment. They are failing on the export step due to 2 rows of data flagging an invalid intersection (this is expected). We did a SmartView retrieve of the entity from FCCS and saw all the other rows of data from the data load passed into FCCS, even though the load failed on Export step and did not make it to Consolidation step.

We were under the impression if the load failed on Export step, none of the data would be passed into FCCS. Is this expected behavior? Is it supposed to be partially exporting? If that is the case, why is it throwing a hard error when there is actually data passing through?
