Can Global Attributes columns on EGP_SYSTEM_items_b table to capture data?

Summary:

Can we use Global Attributes columns (Global_attribute1, Global_attribute2 etc) on EGP_SYSTEM_items_b table to capture data? Is there a front end UI on PDH for this? Or can this only be done via FBDI? (On the item DFF page we are only seeing Standard Attribute available for selection)

 We had read that this is reserved by oracle for localization and must not be used. But we cannot find an Oracle document specifically prohibiting this. Can someone share a link. If we do not plan a localization in the near future, can we go ahead?
