Payroll Time Card Approval Workflow – First Approver is Bypassed

We are currently implementing the Time and Labor module and are facing an issue with the approval workflow.
The Payroll Time Card Approval workflow is working correctly regarding rule evaluation and approver assignment. The Management Hierarchy approval action is configured to start at the second-level manager and require approval from two levels.

However, we have encountered an issue: if the second approver searches for the time card and approves it before the first approver, the workflow is marked as approved and completed, bypassing the first-level approval.

What we need is to ensure that the first approver must always approve before the second approver, meaning the second approver should not be able to skip or approve before the first in the approval hierarchy.
