Unable to view terminated employee time cards via the View Time Cards quick action.

Summary:

We are looking for a way to allow our HR folks to view terminated employee time cards without giving access to the Team Time Card action in Time Management or the Team Time Card quick action. They have access to the View Time Card quick action but it does not return terminated employee time cards like the Team Time Cards action. From my testing, to give access to Team Time Cards that will also allow our HR folks to modify/delete time cards. We do not want them to do that. Is it possible to only allow
