Commitment allocation not working as expected

Dear All,

I am working on a scenario where shipments need to be allocated to carriers for the same lane in equal proportions. For example, if there are 3 carriers for a lane and 6 orders, the first order should be assigned to carrier 1, the second to carrier 2, the third to carrier 3, the fourth back to carrier 1, and so on.

I attempted to set this up using carrier commitment, but the system seems to be allocating all the orders to just one carrier, with all five orders planned for the same carrier. I am sharing the setup screenshot, as I believe I may be missing something in the configuration.
