ERROR: Drill Region was not created/updated. No valid data rows exist in TDATASEG for Process ID

We are calling same dataload rule from the pipeline in sequential way, We have enabled Drill region.

In FCCS we get error while running Dataload rule , but with similar configuration in EPBCS I get warning when there are no rows. Please let me know what exactly I need to ensure that I receive warning in FCCS instead of error.
