Do we need to configure Charge tokens for getting rates

Summary:

We are getting rates from carrier using external system and external rating engine, but right now we are not able to see the inbounds rates

and our inbound rates payload contains base rates and accessorial rates with their codes

so do we need to configure charge token and charge token sets for this set or just creating those accessorial codes would be sufficient?
