Validation rule for percentage

We've got a form that has costing for positions by percentage. I'm trying to figure out how to write a validation rule to ensure that the percentages for each position add up to be 100%:

For example, above I'd want the FundingCode% to be highlighted for the two rows for PCN1300 since it adds up to 200%.

I think I can manage to do this if I put the entity dimension (D72, etc) in the page, but I was wondering if there was another way. From what I've seen and how I've used the validation rules, it seems like they'd be flexible enough to allow this, but I don't have the knowledge on how to do so.
