Hidden "Info to Include" hides all sections unless section is "Required" in VB Studio

Hello,
We have a requirement to hide the "Info to Include" step in the Redwood Employment processes.
After testing this functionality, I found out that if the section is not marked as "Required" in VB Studio rules, then the section will not be visible once we preview/publish the changes:
However, if the section is marked as "Required" in the VB Studio rules, then it is visible once we preview/publish the changes:
