How to remove Action dropdown access in Transaction Summary tab of Transaction Console?

Summary:

A custom role was created to provide read-only access to the Transaction Console (under Tools section), but the users are able to select options from the Action dropdown (Withdraw, Reassign and Resend Email Notification) in the Transaction Summary tab of the Transaction Console.

The privileges that were added in the custom role to give read-only access to the Transaction Console are:

Review Approval Transactions

Review Archived Approval Transactions

View Transaction Approval Analytics

How can we remove the access to the "Withdraw and Reassign" options of the Action dropdown, for the custom role?
