A manager can see a member of staff has multiples of the same initiative to do

We have a manager who has gone to see what learning her team needs to complete and most of the team have a maximum of 7 mandatory courses/initiatives. However one team member is showing as having 1067 today (its risen in a few days). It seems to be mainly made up of just one initiative (which is set to be completed every two years) as when the manager goes to look at the courses/initiatives he needs to do there are multiple entries for the same initiative. But when I look in the learning admin pages I see
