Why Project Budget Workflow moves forward after Withdraw action on Request Information notification?

Summary:

The user that submit a project budget version for approval has the action Withdraw enabled on notifications sent by a Request Information action of an approver.

However, after this user chooses Withdraw action, the flow does not return back to the approver, moves forward and is approved without an approver action (Approve or Reject).

1. Project Budget version is submitted for approval
2. An Approver user receives notification to Approve/Reject
3. Then this user choose Request Information Action for the initiator (who submitted Project Budget version for approval), with Return Options "Back to me" checked
